Although researchers had hoped to find a handy reuse for the nuisance algae -- such as compost, biofuel, or food for farmed fish or sea urchins -- the algae have found no useful second life.

Prove the experts wrong.
I assume the term "second life" to mean a use for the brown algae AFTER the "first useful" use of the brown algae has been processed.
One specific way I can imagine is when the algae is used for compost. If one considers "composting" the "first use", the "first use" would include the biochemical process in which the nutrients are harvested. If one uses the nutrient-rich decayed matter for fertilizer, plants, etc., one might be able to make a case that this is the "second use", or "second life", of the algae, considering that the decayed matter is the chemically changed form of that algae.
