An Associated Press article talks about how the senators from Iowa has reported that the introduction of new chemicals rules will affect the safety of many farmers in your state. The provision has attracted attention is the detection threshold quantity (STQ) of 7500 pounds propane in the proposed amendments to Annex 6 CFR Part 27. It seems that many farmers use propane for drying grain and disposal tanks containing more than 7,500 pounds.

Of course, the propane industry has launched a major campaign of letter writing during the period comments ending May 9, draw attention to this potential problem. While the DHS has not yet released the final version of Appendix A published procedures for completing the online portion of the home screen Chemical Safety Assessment Tool (CSAT) continues to the list of the STQ itself, it seems likely that when the final version of Appendix A publication of the STQ will be £ 7500.

What the regulations require that any plant is more than the amount of any STQ of over 300 chemicals Annex must complete the top of the screen of the CSAT. This information will then be used by DHS to determine if the facility is a chemical facility at high risk. Chemical plants at risk then you must complete the other requirements of the new security standards. Those who are not considered high risk in May to continue to ignore security concerns mainly.

DHS has not revealed details of how they will determine which facilities are high risk spaces. It was decided that this information would give little guidance to potential terrorists. The DHS said it will be seen in the quantity rather than product chemicals on site, but also consider the potential consequences of a successful attack. Thus, a farmer with a tank in the middle of a cornfield in Iowa can not be a risk to his family, not a target for terrorists, not an installation high risk. A propane tank in the center of the city may be a target for terrorists, and therefore a high risk facility. The only way that DHS may take Decision-screen information is Superior to complete.

Completing the top screen will be less administrative burden. It should not be beyond the competence of anyone who can manage a decent size farm. There is however a way to consolidate the administrative burden. The distribution company of propane was able to fill the top screen for their clients. Just the client to the vendor name as coaching for the presentation of CSAT during the registration process, and even that may be made by the supplier, which requires only the signature by the client.

Things get a little more complicated if DHS determines that the propane tank are the farmer (or whatever the customer propane) in a high risk facility, because a vulnerability assessment and security plan for site security will be necessary. Same In this case, the supplier (who has a personal interest in the continued use of propane customers) can help the rest of the process, most are cookie-cutter security anyway.

A tank containing 7500 pounds of propane gas is a potential bomb, easily triggered by terrorists, even a little training. If the tank is in a place of high quality profile, would certainly be a good terrorist target. Possible terrorist targets should be guaranteed, which was the central message that led us since 9 / 11 attacks. Instead of trying to alleviate the goal due to the political strength of their owners, we must try to find reasonable methods to protect these potential targets. The airline passengers suffered many humiliations and disadvantages each time you board an airplane, farmers in Iowa can certainly learn to cope with these regulations.

Why can not Iran have nuclear weapons?

I mean, obviously it's a bad idea, but perhaps they work on nuclear energy! Even if you work in the "bomb" that we can not say? How would you like your neighbor insisted that she would not have a grill in your backyard, because the possibility exists that you could use the propane tank on a bomb? I am American and have no sympathy or antipathy to Iran ... My point is, I think the United States has the power and ability to take the "perceived" coming here ... do what they would do to Iran, but keep an eye on them ... Thus, when and if they go postal, we can see "Hey, we gave them the benefit of the doubt, but now he must go and kick some ass ... "

You think in an abstract world in which there no consequences for their actions - and in this world that seems so egalitarian. About should tell us what other country can and can not do? In the world reality, however, if we may assume you're American, you are a citizen of the country Morstad powerful in the world, with global interests. You have responsibilities at home and sees his mission to spread democracy and protect American interests at home and abroad. Iran has shown repeatedly to be hostile to American interests, and sitting astride a proportion significant supplies of oil the world, any increase in its military reach and could be very bad for us. If the sound is "fair" or not, which is the supply of land and if you allow the acquiring nuclear weapons when you can stop, well, you let your abstract sense Justice encroaches on their ordinary meaning.

Filmmaker Jonathan Reiss offers a multilingual look at the evolution of graffiti in a documentary that begins by examining ancient rock paintings and traces the trend straight through to the works of Picasso and 1970s-era New York City hip-hop culture. Shot on five continents using guerilla filmmaking techniques, Bomb It aims to give viewers a newfound appreciation of graffiti culture by exploring the origins of street art and interviewing the artists about their tactics and motivations. ~ Jason Buchanan, Rovi
