By the time of their 2009 release on Bo Weevil, the Starving Weirdos had refined their extremely obscure if compelling theatricality -- punctuated by such approaches as doing shows completely in the dark aside from a lit portrait or two -- to a more open approach on-stage as the core membership came into focus. Into an Energy found them further celebrating this new path with an often exultant combination of feedback textures, steady percussion, wind instruments with droning edges, and a sense of fulfilling some sort of ancient mode of practice that put them in line with such bands as the Spacious Mind, a 21st century take on the model that bands like Amon Düül provided. Calling the opening track "Pagan Unity Ritual" pretty well draws the line in the sand from the get-go, and songs with titles like "Dawn in the Distance" and "Invocation by Fire" aren't all that far off. While the combination of spoken word and framing feedback parts on "Walking Towards Perfection" might be the clearest overall moment that something or someone is being invoked, the overall atmosphere throughout the album is suffused with a restrained power via echo, and the harshest edges of the sound swirl deeper into the mix instead of moving forward. A contrast to the more full-bodied arrangements can be found in songs like "Everything Glass," where the spare elements present -- distant hums, an echoed clatter of beats, whispered words -- still fit the sense of a larger presentation at play, underscored when more feedback and the sound of wind instruments emerge suddenly in the mix, still held off from a full rampage, but adding a celebratory arc. The International Energy Agency's 2009 review of Portugal's energy policies and programmes.  This edition finds that Portugal has made considerable efforts to strengthen its energy policy since the last IEA in-depth review in 2004. A large number of IEA recommendations have been successfully implemented, including greater diversification of the energy mix and increased energy policy co-ordination. A new National Energy Strategy, published in October 2005, identified three principal means for meeting Portugal’s policy goals: the promotion of renewable energy, increased energy efficiency and competition in energy markets. Over a short period of time, Portugal has become a leader in terms of renewable energy development.  Well-designed incentive mechanisms and the adoption of ambitious targets ensure hydro, wind and other technologies will continue to grow. The National Action Plan for Energy Efficiency was enacted in 2008, and Portugal aims to implement energy efficiency measures equivalent to 9.8% of total final energy consumption by 2015. This plan complements a well developed and co-ordinated climate change policy. Further steps have been taken towards the liberalisation of energy markets, including the innovative creation of a single operator for the transport of natural gas and electricity, natural gas storage and operation of the Sines LNG terminal. Still, a number of challenges remain. Energy markets are not as competitive as policy makers may have wished, and energy research and development policy coordination needs to be strengthened. This review provides sectoral critiques of existing policy and recommendations for further improvements. It is intended to serve as an indispensable guide for Portuguese policy makers as they travel along the path to a more sustainable energy future.

How to Strategically Evaluate Estonia. Perhaps the most efficient way of evaluating Estonia is to consider key dimensions which themselves are composites of multiple factors. Composite portfolio approaches have long been used by strategic planners. The biggest challenge in this approach is to choose the appropriate factors that are the most relevant to international planning. The two measures of greatest relevance to renewable energy projects are “latent demand” and “market accessibility”. The figure below summarizes the key dimensions and recommendations of such an approach. Using these two composites, one can prioritize all countries of the world. Countries of high latent demand and high relative accessibility (e.g. easier entry for one firm compared to other firms) are given highest priority. The figure below shows two different scenarios. Accessibility is defined as a firm’s ease of entering or supplying from or to a market (the “supply side”), and latent demand is an indicator of the potential in serving from or to the market (the “demand side”). Framework for Prioritizing Countries. Demand/Market Potential Driven Firm. Relative Accessibility. Accessibility/Supply Averse Firm. In the top figure, the firm is driven by market potential, whereas the bottom figure represents a firm that is driven by costs or by an aversion to difficult markets. This report treats the reader as coming from a “generic firm” approaching the global market – neither a market-driven nor a cost-driven company. Planners must therefore augment this report with their own company-specific factors that might change the priorities (e.g. a Canadian firm may have higher accessibility in Canada than a German firm). Latent Demand and Accessibility in Estonia. This report provides a detailed overview of factors driving latent demand and accessibility for renewable energy projects in Estonia. Latent demand is largely driven by economic fundamentals specific to renewable energy projects. This review analyses the energy challenges facing Spain and provides critiques and recommendations for further policy improvements. It finds that since the last IEA in-depth review in 2005, Spain has made significant progress in improving its energy policy. In Europe, the country is now leading in gas diversification and LNG development. Together with Portugal, it has set up the common Iberian electricity market, MIBEL, and has strong ambitions in developing it further. It has also become prominent in developing wind and solar energy technology, and succeeded in integrating large amounts of intermittent power in the electricity grid. Along with other IEA member countries, Spain has set ambitious climate and energy security targets. Achieving these will require a transition to a low-carbon economy. Spain will need to increase its efforts to reduce CO 2 emissions, particularly in the transport but also the critical power sector. As fossil fuels still provide more than half of electricity, Spain will need to keep open all the options - including nuclear, renewables, and the technology of carbon capture and storage - for making its power sector less carbon-intensive. The country should also increase its efforts to limit peak electricity demand through energy efficiency. Spain has substantially de-regulated its electricity and gas tariffs, and developed a financial plan to end the large deficit that had built up under the previous tariff regime. Prices for many small electricity users, however, are still regulated and low enough to potentially distort the market. In addition, the still remaining subsidies for domestic coal production should be eliminated and replaced by direct social policy measures.
